The government is now operating in accordance with the Guidance on Caretaker Conventions, pending the outcome of the 2025 federal election.

Leo was appointed Trade and Investment Commissioner, and Counsellor (Commercial) at the Australian Embassy in Tokyo in January 2025. In this role he is responsible for leading defence, advanced manufacturing, space, critical technology and health strategies in Japan. He also leads Austrade Japan’s marketing functions. 

Leo joined Austrade in 2017, and has held a number of roles across policy and trade, in Australia and overseas.

Before taking up his appointment in Tokyo, Leo was Trade and Investment Commissioner in New Delhi, where he stood-up the Australian Government’s Australia-India Future Skills Initiative and led Austrade’s support to Australian companies across the defence, advanced manufacturing and space sectors. Leo has also led trade delegations to Japan, South Korea and Singapore, and has promoted Australian companies across Austrade’s global network as a Global Engagement Manager.

Prior to joining Austrade, Leo held roles in the Australian Department of Infrastructure and Regional Development, where he worked in aviation trade policy and as a Risk Analyst in the Office of Transport Security.

Leo undertook language exchanges to Japan as a high school student, and travelled to Tokyo on a university language development program. He has also lived and volunteered in Kenya to develop and lead capacity building and education programs. 

Leo holds a Bachelor’s degree in Japanese and International Relations (with Honours) from the University of Melbourne and a Graduate Certificate in Public Administration from the University of Canberra.
